Who We Are

Tom is the Director, Lead Consultant and Founder of TF Consultancy Services Ltd.

Tom has 10 years of experience working in higher education, research and policy. He holds an LLM Master of Laws in Energy and Environmental Law and a Joint Master of Arts in International Relations and History from the University of Aberdeen. He also holds a Diploma from the Institute of Leadership and Management.

Tom has extensive experience in translating complex academic, legal, and technical concepts into clear, actionable insights for senior decision-makers and non-specialist audiences. His career has supported senior leaders of International Universities, government officials, ministers and international stakeholders to deliver high quality impact and strategic initiatives, building and reinforcing long-term sustainable partnerships.

Blending specialist knowledge of sustainability, decarbonisation and energy with internationalisation, policy and governance, Tom brings a unique and interdisciplinary approach, combining his specialist knowledge and skills in strategic coordination and management to deliver practical and actionable solutions.

Tom is highly regarded and respected across higher education, research and policy for his abilities to manage complex programmes, navigate international regulatory frameworks and apply robust governance to build and strengthen meaningful partnerships Internationally.
